Enhancing Procurement and Transparency in Indonesia

The Islands of Integrity (SIPS) initiative was a 5 year program working with the Komisi Pemberantasan Korupsi (KPK), to reduce opportunities for corruption in sub-national governments in Indonesia through engagements with the national Corruption Eradication Commission, plus 10 sub-national governments across select provincial, district and city governments in North and South Sulawesi to adopt good governance practices and disseminate them among other sub-national governments throughout Indonesia. 

  • SIPS succeeded in raising the level of public satisfaction to the target and significantly beyond with the provision of the three key services targeted – Population Administration Services (PAS), One-Stop-Service Centers (OSS) and procurement – while simultaneously reducing the public perception of corruption in the delivery of those services.
  • OSS offices are now operational in all 10 partner sub-national governments. Most significant successes include development of new standard operating procedures (SOPs)
  • Centralized procurement units (ULP) and e-Procurement offices are operational in all ten partner sub-national governments in line with national legislation now in force. Execution of procurement action plans had improved to 95% completion at the conclusion of this program.
  • SIPS also provided substantial assistance to KPK in developing and rolling out two new corruption diagnostic tools: the Institutional Risk Assessment (IRA), introduced in early 2014, plus the Integrity Assessment (IA), an integrated assessment tool modelled on a diagnostic tool in use by the government of South Korea.
